Joseph Heller would be proud

Heard in passing: a student from a country that is, to put it delicately, not part of the US Axis of Friendship, decides to hold off on returning home for a visit because of fears that he will not be allowed back in the US. He finally returns, only to find that the US Consulate views his long absence from home as a sign that he is planning to emigrate to the US, and thus denies him a visa to return.
